Hon. Major General Thomas Carter, Gamma Delta (Memphis), was initiated into Pi Kappa Phi Fraternity on April 9, 1971. He served as the Fraternity’s first intern as an undergraduate member. After graduating from the University of Memphis, Carter was employed on staff as a consultant before he was commissioned through the Reserve Officer Training Corps program in 1974. His Air Force career consisted of airlift unit assignments, where he rose to instructor and flight examiner status and flew multiple special operations missions. Carter left active duty in 1986 after serving as the Air Force aide to President Ronald Reagan. In 1990, he earned his master’s degree in national security studies from Georgetown University. His career has continued, holding numerous roles in Washington related to national security. He is currently the United States representative to the U.S. Mission to the International Civil Aviation Organization, a role he has held since 2017.
